Copying objects works with CTRL key if you wait for the copy-cursor. Select the
object, press and hold CTRL, click and hold the mousebutton. The outline will
change after a short time from dashed to solid, now it will copy.
Another option is placed under tools/options/Draw/General/settings (copy when
moving).
Yes, you are right, the help might be a little bit misunderstanding and
incomplete in this case. I will adapt the summary.
