The reason is that it probably would be too intrusive. Imagine an installation with lots of users. What probably could be a solution: QuickStarter's behaviour could be changed in a way that when it get's fired up, it should _not_ trigger the personalization wizard but silently terminate _if_ the personalization hasn't happened yet. The personalization then should only be triggered, if one of the regular shortcuts is intentionally clicked.
