I can't reproduce on my XP Pro boxes. I've tried with a downloaded version from
http://ftp.stardiv.de/pub/OpenOffice.org/developer/680_m104/. Are the
checksummes ok? Which MS Installer version your system have? I'm using version
3.0 and 3.1
