OOo needs a *valid* locale. Valid means: Both supported by your X-Server as well
as by glibc.
If the locale is not valid a fallback to C will occur and the locale C (of
Xlookupstring) doesn't support composed characters.

OOo 2.0 will fallback to en_US
So please check whether ja_JP.UTF-8 is valid on your system. If it is not, then
please mark it as duplicate.
