Microsoft's "Silver" theme is not defined correctly. So if you're using the
silver theme you have to fix it:
Titlebars of inactive windows -> 1st color: Choose some shade of gray instead of
white.
If you're using the silver theme, then this issue is a duplicate of issue 21008
which in turn is a duplicate of issue 16031 - but this issue should have been
already fixed... I don't have windows so I cannot be of any additional help.
