It is indeed necessary for the simply bootstrap mechanism and if somebody want
to develop a platfrom independent Java application using the bootstrap mechanism
he needs to include this library together with the other bootstrap clue code in
their application jar file.
That is the reason why this library is also in a Linux SDK and is checked in as
binary. The code is in the odk module.
It is wanted, not proprietary -> an invalid issue and will not be fixed
