You'll get a Warning dialog each time when attempting to save in an alien file
format, unless you decided to not show the dialog again. But this is a user
decision. Software will probably never protect the user from human error; so no
one will ever protect you from accidently removing you root file system, when
you decided to ignore all warnings.
You'll probably see things different, but honestly I consider this RFE not worth
the effort and impossible to implement anyway.
Background: when saving a text file it is encoded in the (default) desktop
locale (which seems to be EUC in your case); the same way as any text editor
does. Additionally the "Save-As" dialog provides a check box "Edit Filter
settings" where you can choose among almost every possible encoding. This should
be more than any average user needs.
But OO.o doesn't make any recommendation what desktop locale you should use in
order to exchange encoded text files with the windows world or what file type to
use. This remains up to the user's preferences (error included).
