The problem occurs in svx\source\tbxctrls\tbcontrl.cxx where the
CreatePopupMode() methods use the frame as parent and not the toolbar.
The toolbar is only passed to StartPopupMode which is not sufficient. You should
reparent before calling StartPopupMode to ensure a proper system window
hierarchy.
