Yes there are ISO dates in some dropdown menues but there are areas that it has not occured. In Calc, you cannot set the date format of headers and footers. It uses the format as set in the Options selection. There is no selection for ISO dates in the options settings for default selection. Why cannot OOo support "One default setting" for the whole suit and then still allow customization as required.
