SBA: Looks like it depends on the Fonts that one Win98 uses and others do not
(Win98 "plain" <-> Win98SE).
SBA-pavel: I think that toying with the fonts that are set in the system can
track this down.
Maybe "Hebrew enabled" did change the font(s) used for UI (in order to show
Hebrew glyphs) and THIS font is the problem.

How to track this down?
(1) Find out what UI font is used by the system
(2) Change the fonts that SO uses for UI (via Tools-Options-OOo-Fonts): Choose
the current system font, select another one to replace it, click the green
checkmark, check "always" in the window below, OK -> Now the UI font changes
without restarting the office.
