I am attaching a new version of bn_IN, in which I have:

- Made sure that the first three lines of the locale correspond to what is 
needed.
Changed 100s separator to ".", to agree with format used below.
- Taken out the default names for formats (I don't know if this affects or not,
but just in case...).
- Given original default names to formatindex 32 and 33 (ISO numbers)
- Added AM/PM in format 46
- Added currency banksymbol (from HIndi locale) and changed laguage of currency
name to be English (Rupee).
- Adding LC_INDEX. Words for "next page" and "last page" must be translated. I
have included Bengali consonants as indexkeys. I have used \u0995 to \u09A8,
then \u09AA to \u09BO, then \u09B2 and finally \u09B6 to \u09B9. Please check
that this is a correct series of Bengali consonants, as you would use them when
indexing something with letters. Assigned Unicode code 15 for Bengali.

On the contents side, some dates (copied from the Hindi locale) use English
format (day-month-year), but others use american format month-day-year. You
might want to check that they are correct. I have not changed them. You can also
add [NatNum1] at the beginning of the formats if you want them to use Bengali
script numbers.

Also, the Numbering levels have a problem. As in the Hindi locale, the first
three styles use number 12 (Bengali numbering), but other use latin letters or
Roman numbers, but not arab(English) numbers. I would use code 4 in some of
them, in order to have some English number numbering styles, which I assume are
more important than Roman numbers. I have not changed this.
