Inserting a picture as object from a file is not the same as inserting a
picture. If you insert a picture as object from a file then the OLE application
on your system registered for pictures of that format will do the rendering. In
your case that is OOo Draw and OOo Draw is not an image viewing application but
a high level drawing application. It features support of sheets and borders and
therefore may display them at its on leisure. You can still enter the edit mode
of that ole object and pan/zoom/scale as you like.

But if you just want to have a picture in youre presentation and don't need any
fancy borders or maybe additional shapes on it, I suggest you stick with just
'insert picture'
