That sounds like there is a an old entry for OOo 100 in the registry. Please
clean up your registry. This Microsoft tool might help:

The language pack works as designed: While calling the setup a version is
detected and selected as destination. This can't be fixed as it is caused by
some trash in the registry. OOo 1.9 m104 dosn't leave such a key in the
registry.
