Install new dictionaries using the autopilot "Install New Dictionaries", no
manual editing of configuration files necessary.
The spellcheck files cannot be distributed with OOo itself because of legal
issues (other licenses). Thus this one is a wontfix.
If you have a dictionary that can be distributed with OOo, then file a new issue
regarding that specific dictionary.
