You have to anchor the frames at the page, then they'll stay where you put them.
If you don't manage to lock the position of frames, how would yet another method
of vertical alignment work?
If frames that are anchored absolutley don't stay where you did put them, then
this is a bug. It doesn't make sense to implement a feature to workaround a bug.
A vertical alignment feature would be as clumsy as it is to insert a textframe.
closing worksforme: you can already aling the stuff vertically (& exact) using
frames.
