The Zip file i downloaded was:
        OOo_1.9.104_Win32Intel_install.zip
The folder it extracts to is: 
        SRC680_m104_native_packed-1_en-US.8913
I'm running this on my Compaq V2000 laptop with WinXP SP2

To reproduce, follow the following steps: 
Menu: 
1. Tools > Customize > Keyboard. 
2. Before doing anything, Click 'Reset'. This is 'Reset' in the vertical column
of three buttons at bottom right.  
3. Category=Format, Function=Increase Font, Shortcut keys=Ctrl++
4. Click Modify (observe change in 'Shortcut keys' window
5. Click 'OK' at bottom of window
6. Verify value was saved by repeating 1., scroll down to check on Ctrl++ to
verify the function to right of it is 'Increase Font'.
7. Close open office. Make sure the quickstart and all other openoffice
processes are stopped. 
8. Re-open OO via double-clicking on previously worked on document. 
9. Repeat 6. to see that the setting is still there
10. Highlight any word or letter in document
11. Press 'Ctrl', while holding down 'Ctrl' also press the '+/=' key. 
12. Nothing happens
