Hi,
not a bug of OOo but missuse of the TEXT Function.
The second part of the function must contain a numberformat code like the ones
used in the numberformatter dialog or a reference to a cell containing such a
code. This isn't true for each of your examples.
So this Issue is invalid in it's entirety.
