I have tested the document with OOo1.9.104 on WinXP Home. It shows a numbering
in the style 1.A

I opened besides the document in Word97 German. There it shows a numbering in
the style 1.1

But a deeper look in Word97 brings this: The document has an outline numbering
which is not bound to a heading-style. The numberformat for level 2 is "A, B,
C". But this is overwriten with the check (in German) "Numerierung nach Norm"
(Numbering due to norm). This changes the display to 1.1 but the style remains 
1.A.

I don't know, which behavior OOo should have. Because in Word it is a simple
list numbering and not a chapter numbering, I thing OOo is right not to generate
an outline numbering. Because OOo has no mode "as norm" it has to decides to
follow the style-information and set style "A, B, C" or to follow the
visual-information and set style "1, 2, 3".

You can change the numbering style, if you set the cursor in a numbered line and
use format or contextmenu and then numbering/bullets. In tab "Options" click on
level 2 and change the style in the dropdownlist "Numbering".
