Setting up an outline numbering by using the Format menu will only work if you
assign a numbering to Heading styles (mean, the styles which are currently
applied to the levels in Tools.Outline).
Assigning Format.Numbering to any othe paragraph (style) will create a new,
independent numbered list.
When toggling the icons for Heading paragrapghs will also toggle the outline
numbering on and of. This has all been soecified in
http://specs.openoffice.org/writer/numbering/NumberingBullet1.sxw.
