Hi,
this is not a bug.
Applying the textformat on an existing cell content doesn't change the
numberformat for this content as Calc would not calculate with numbers formatted
as text and such an 'accidental' textformat would break calculations, the
numberformat text is only applied to newly entered values.
To avoid this, just format the cells before you enter such values or use Find
and Replace with regular expressions. Search for '.*' and replace with '&' (both
without quotes).
