This is duplicate to issue 47340.
You can workaround it, when you do not use cut&paste. You can move
the chapter
with the "numbering and bullets"-toolbar. Use the white up-arrow
which is
combined with a little blue one. You can also use the navigator
to move the
chapter, the buttons top-right.
The bug has not priority 2, because you have no crash, freeze or
data loss.

'Submit Query'.
To send attachments regarding issues, please attach the file directly
to the issue. Use the link "Create a new attachment" on the issue and
then select Binary file (application/octet-stream) where asked, "What
kind of file is this?" if your file's type does not show in the list.
