This kind of layout doesn't work with sections only.
Think of a section as a piece of paper. You can cut the paper horizontally and
insert the section into the pieces. So you only can have "clean cuts" across the
whole page, you cannot insert anything into a column by real-world cut and
paste.
The advantages of sections are: you can eaisly hide them, you can simply reuse
them in other documents, they can happily be larger than one single page,...
of course you don't need to use sections :-)
Frames on the other hand can be positioned everywhere on the page - Think of it
as pieces of paper that you can glue onto your sheet (the sheet remaining
intact)
