Wontfix. First of all I really doubt that the unicode standard tells that these
characters have to be reversed, second: chaning them probably is not what
everybody likes.

French people use them like «This is the cite» while in germany you'll use 
them
with the opposite direction: »This is the cite«

You can easily use whatever you want by pressing the keys on your keyboard.

With parenthesis the thing is different. There is one key "opening parenthesis"
and one "closing paranthesis". You cannot assign these categories to the
angle-brackets since both can be either opening or closing.

For this reason -> wontfix.

If you can really cite some standard, then please do so and reopen this issue.
(But be prepared that this issue won't be handled in near future unless someone
provides a patch).

Before reopening, keep an eye on what other wordprocessors do. Do a comparison
an post the results as well.
Again: I really doubt that the angle-brackets are switched.
