In the attached file, it is seen as several fourth-level ouline titles, one
after the other, produce a page break if they do not ALL fit in the current 
page.

There does not seem to be any reason for these outline titles to be in the same
page, Writer should fit as many as possible in the current page, and then put
the rest in the following page.

Note that the outlined paragraphs are "Heading 3". The problem is not present if
they are changed to "default", but it stays if the paragraphs are Headings
