jl->cgon: Have you build the office from ground up? Make also sure that svtools
is build before sj2. Throw away the output tree of sj2 and build again.
If that does not help, add the SVTOOLLIB library in sj2/util/makefile.mk:

$(UNOTOOLSLIB) \
$(TOOLSLIB) \
$(CPPULIB) \
$(SALLIB) \
$(SVTOOLLIB)
