HB->FL: The Heading 2 paragraphs have hard attributes for numbering. A new
paragraph has no attribute for
numbering. Thus when assigned the paragraph style "Heading 2" which has outline
level 1the paragraph gets
numbered with the outline numbering rule. This correct but may be confusing.
Perhaps this needs a more
exact specification.
