This is how it looks when I open it on my Word 2003. The difference is, that you
have activated the "Balloon" view of the comments (can be toggled in the
"Reviewing" panel of MS Word). When switching off the Balloon view, you can see,
that the notes are inserted as "hidden text" and can be controlled by the
non-printing chars.
OO Writer does not offer such a "Balloon" view for comments. If you want this,
please file an "enhancement" issue for this.
