I do not see clearly what your problem is!

Assumption 1
------------
You copied some image as you see in attached "drawing_for_copy_Paste" (circle,
rectangle, text) to a text document by 2copy / paste", resized and saw a result
as shown in the screenshot you find in "drawing_for_copy_Paste": graphic
elements resized, text did not. That's the same behaviour as yoh have in draw if
you mark all and resize, so that is no problem. If you need an image in our
writer document where all elements can be reized with same ratio, ou should
paste special as "GDI-metafile" or bitmap.

Assumption 2
------------

Steps to reproduce:

1. create a new drawing with only circle, rectangle and text as shown.
2. save "testdrawing.odg"
3. open new writer document
4. Menu: Insert - object - OLE-object - create from file - "testdrawing.odg"
5. Mark inserted object in writer document without changing to "draw mode"
6. resize to half size
   expected:  all elements of drawing (circle, rectangle and text) 
              should be shown with half size
   actual with 2.0 (1.9.m104) English version WIN XP: [680m104(Build8913)]: 
              as expected 
   actual with '680m113': ???
