The operator command to define user-specific operators is already implemented.
See "oper %GAMMA from i to j x_i"
The only thing you have to do is to (additionally) define a user-defined symbol.
See "Tools/Catalog/Edit". If you define a UNION character there you can use it
as oper %UNION.
BTE. %and and %or are already predefined in the symbol-set named "special".
