I am not happy with that patch. The ForceDefaultLanguage mechanism is generic
and NOT restricted to CTL languages. But the patch hardcodes setting the CTL
default language.

If you really need a preset CTL locale (see below), it should be put into a
separate ForceDefaultLocale_CTL module/file, which can be treated the same as
ForceDefaultLocale, but is packed only for CTL languages.

But looking at desktop/source/app/langselect.cxx makes me believe that this
should not be necessary at all: That code seeds the appropriate (!)
DefaultLocale_Xxx setting from the UI language, if no value is set for it. That
should do the right thing in your case, if Khmer is correctly recognized as a
CTL language. Please debug why this does not work for you before putting more
fixed stuff into installed xcu files.
