I tried this here on Solaris/Sparc and didn't get your problem using m118...
umask returns 66 and I get a folder with the following rights:
ls -l | grep test2\/
drwx--x--x 2 mci group 512 Jul 19 10:18 test2/
I tried this here on FC4 and didn't get your problem using m118...
drwxr-xr-x 2 mci group 4096 19. Jul 10:34 testtest
umask returns 0022...
==> this seems to be ok ...
May you test again on your system using m118 or newer?
