It seems I had the wrong expectation. Sorry ;-). Your comment pointed me to the
right place.
Setting german in the tools options works fine and also setting
LANG="de_DE.UTF-8" before starting OOo the first time (after deleting
$HOME/.openoffice.org2).
LANG was en_US.UTF-8 before.
