cd->ssa: Looks like a problem with VCL window movement code. If I undock a
toolbar with a mouse double-click the window coordinates of the toolbar are
correct. If I move a floating window the window coordinates are definitely
wrong. May be you can see something from both values:

Wrong position  : 196,78 (written into configuration after a move operation)
Correct position: 31,87  (written into configuration after undocking with
CTRL+double-click)

I think this code worked before, so it looks to me like a regression. I could
also see a strange application window to top behavior. To reproduce this (may be
it's related to this issue):
1. Open a Writer document and undock the formatting toolbar
2. Now move a window from another application above the Writer window
3. Move the formatting toolbar
4. When you release the left mouse button and move it over the toolbar, the
Writer window comes to the front.
