The issue of opening large numbers of .csv files in a session (let's not forget that a session can last for weeks or months on a GNU/Linux or other *NIX system) is not as unusual as you may think. In situations where reporting via web applications is a necessity, often the only option for aggregating data from multiple sources is downloading a .csv file, which should be openable in a spreadsheet. In many cases a "knowledge worker" will take the new spreadsheet with the contents of the .csv file, select the desired information and copy it into their own master spreadsheet, then close the window with the .csv contents in it. For the home user, I admit this is quite a stretch, but in a business setting it is common. I heard a co-worker of mine utter "I HATE Open Office!" over this bug. We are a GNU/Linux shop. My boss and I are advocates of F/OSS and encourage its use wherever possible. I'm a booster for OOo, and when I HAVE to use a WP or Spreadsheet, I use OOo. This is just the sort of thing that can hamstring acceptance of OOo (specifically and F/OSS in general) in the greater business community and more deeply entrench MS in its monopoly. Is this at least planned to be fixed in OOo 2?
