PDF forms will always be submitted in FDF format when used in Acrobat Reader.

To reproduce:
create a form in Writer with a text field and a submit button.
In the form properties set http://<target-host>:8888/test as URL and choose POST
method.
export docuemnt as PDF, choose XML form submission
open PDF in reader on localhost
on target-host, run 'netcat -l -p 8888'
type something into the field and press submit button
check the data received by netcat on target-host
