There appears to be no way of formatting the cell so that it exports as "3.00". This causes problems when exporting data to financial packages which, in the absence of a decimal point, will interpret "3" as "0.03". (Excel, however, if you format a number in a cell as "3.00" will export it as "3.00") This issue applies to all versions of OOo from 1.1 to 2.0 beta.
