Problem here is, that outline numbering (see Tools.Outline numbering) and List
styles are mixed together.
Best to get rid of it is to remove the List style from the paragraph style
"Heading 2". In Stylist select to edit (modify) the paragraph style "Heading 2".
Go to the "Numbering" tab page and select "none" for Numbering style". Now the
"second level" Headings (like "SNMP based..." and "Unit TCP...") should be
numbered properly (as proposed for second level in "Tools.Outline").
Now, to have the Headings upper in the document you should set the Numbering
style solely for the paragraph style "PrefaceHeading1".
This should number your document as desired.
