Assuming you've looked up a key with xev and mapped compose to that key correctly (e.g. xmodmap -e "keysym Menu = Multi_key"), it may as well be possible that your locale is broken. We had that case in the past with a canadian locale if I remember correct. So pls. try e.g. en_US.UTF-8 whether that helps.
