And, no, unless you screwed with your cygwin installation you are using
something different.

You use a perl installed in c:\Perl\. For a cygwin perl you should get:
$ which perl
/usr/bin/perl

I bet you installed ActiveState Perl and I assure you that it is not
supported together with the W32-tcsh build.

Try to identify your perl:

$ perl -v
