Hi Yury!
I had the same problem and your report brought me to investigate it.
I guess, you cannot use the shortcuts either, right?
Try this:
- go to the KDE Control Center - Regional & Accessibility - Keyboard Layout
- Select "Russian"
- check the option "Include latin layout"
It worked for me
