This property can't be changed. To reproduce, just execute the following macro
attached to a draw document
xDrawView = ThisComponent.currentController
msgbox xDrawView.IsLayerMode '<-true
xDrawView.IsLayerMode=false
msgbox xDrawView.IsLayerMode '<-still true :-(
