There is a rework in progress that will change the floating windows (like the
Navigator) to the same window style as the toolbars, which means they will
always have the full-drag setting regardless of the system settings.
In fact, in the 1.x versions it only worked by chance and you had to release the
mouse at the correct position without knowing exactly where it was, because
there is just no visual feedback.
I will close this task as it will be obsolete for the next version. The issue
that deals with the rework is issue 36498.
