I'm afraid users want OOo to do what they wish, and not what it thinks is right.

You say the B9 shouldn't move to left (higher in hierarchy) "because it is part
of B7, B8, B9 list." This approach I don't consider right. The _USER_ takes a
decision, how he wants the bullets act, and _if_ he even wants make them part of
any list.

For example, if I want the B9 to move left, it is because of _my_ wish to
exclusively _give_ the B9 higher place in hierarchy. It's _MY_ decision. And if
OOo even thinks, that B9 is part of some list, I don't mind, it's his problem! 
Why?
Because it is quite simple logic, that if I want to give B9 higher place in
hierarchy (what is perfectly legal -tell me that it isn't!), then I probably
also wish to _remove_ B9 from the B7, B8, B9 list.

Clear?

Probably I simply reorganise the structure of bulleting. It's perfectly OK, and
by no mean should OOo make it harder or even impossible for me! He should do
what I wish!
