2005 -------
I checked with 2.0 (1.9.m122) German version WIN 98SE: [680m122(Build8941)] and
also 1.1.4 (German) WIN XP: [645m52 (Build 8824)], both with same result: 
"Insert Field" always to layer "Layout", even if other layer is selected.

Steps to reproduce:
1. open new drawing
2. change to layer "Controls" (or any other except "Layout")
4. Menu: "Insert - Field - Date"
   (Same behaviour with other fields as page number, ...)
5. After you inserted, change to layer "LAyout"
6. "Modify Layer", check "protected"
7. move Mousepointer to inserted field
8. click and press key "delete"
   expected: Field text should be marked and can be deleted, because layer
             "controls" is not locked
   actual: Field text can not be marked, because it ist protected by locked
           layer "Layout", and so a it can not be deleted before layer 
           "Layout" is unlocked

This behaviour differs from other "inserts", which always are for actual
selected layer.
