Note that I changed the currency symbol from '$' to U+20AB Dong symbol
in both <CurrencySymbol> and number format codes. Also added one 'N' to
formatindex="28" format code, as the literal N being displayed probably
was not intended.
Beautified vi_VN.xml and sorted FormatElement entries by formatindex.
