Note that the <MinimalDaysInFirstWeek> element had no value (same in
tn_ZA, btw), I changed that to >1<, same as in en_ZA. Current build
environment checks that and bails out if invalid. Beautified xh_ZA.xml
with 2 spaces indentation.
