Note that I had to change <LC_INFO><Language><LangID> from >tn< to >st<
to make this work. Also changed [$-432] to [$-430] to match the value of
LANGUAGE_SESOTHO from tools/inc/lang.hxx. Additionally, same as for
tn_ZA and xh_ZA, changed <MinimalDaysInFirstWeek> from empty to >1<.
