See that the template is created as .ott OpenDocument template in /user/template 3. If the user later edits this template via File -> Templates -> Organize the user is prompted that it is not possible to save template as OpenDocument Saving as OOo 1.x template works, so this issue is not a big problem. But it is hardly intended and not a very user friendly prompt. However, one could argue that producing OpenDocument templates even in 1.1.5 is actually a good thing.
