Hi Pema,
Thanks for the update. For OOoLater we plan to upgrade to ICU 3.4 and later.
Probably this will be at least ICU 3.6 by then and hopefully that will have
Dzongkha support already included, so I'm putting this patch on hold until we
move on, and apply it only if ICU won't have included Dzongkha by the time we'll
release the next version of OOo.
