Default key bindings have "Move Down" bound to ctrl-Down.

Place insertion point at very beginning of document. Execute a Move Down.

Expected behavior is to move first paragraph down one paragraph, leaving what
was the second paragraph now the first.

Exhibited behavior is that the paragraph does move down, but it seems a hard
page break is inserted just before it, separating the new first and second
paragraphs.
